As the weather turns colder, many people in NY face the challenge of heating their homes on a limited budget. The Home Energy Assistance Program (HEAP) is available to assist low-income New York residents with heating costs.
The HEAP website (http://otda.ny.gov/programs/heap/) offers a pre-screening test to determine eligibility, and information on specific programs. Questions about HEAP should be directed to the local Department of Social Services, or the HEAP Hotline at 1-800-342-3009.
In New York City, information about HEAP is available on the NYC.gov page (http://www.nyc.gov/html/hra/html/directory/heap.shtml) or by calling 1-800-692-0557. People having trouble paying for utilities should contact the Heat Line at (212) 331-3150.
